Effective Wednesday, March 17, 2021: We will begin taking appointments for in-person counter services between 9 a.m. to noon. City Hall remains otherwise closed to the public.

You may also continue to use our contactless process to drop-off plans, permit applications, or other submittal documents for Building, Planning, Engineering, Business licenses. Here's the process:

  1. Deposit your Documents 
    Drop-off/Pick-up bins are located just outside the front door of City Hall, under a pop-up tent. Put documents inside plastic sleeves (which the City provides), and place them in the bin.
  2. Make Payment by:
    Calling the cashier with your credit card information at (951) 461-6042 or Mailing or overnight a check (UPS, USPS, or FedEx) to the City.
  3. You can check the status of your submission by viewing our weekly intake logs on this page.
  4. We will contact you if we have questions and will let you know when plans are ready for pick-up.


Welcome to the Department of Public Work/Engineering! The department is responsible for a wide range of activities related to the development, maintenance and safety of the City’s infrastructure:

  • Design, project management and inspection of capital improvement projects.
  • Develop and maintain a Capital Improvement Plan.
  • Review of the engineering and traffic proposals of private development plans.
  • Research and apply for state and federal grants opportunities to offset the cost of projects.
  • Maintenance of roads, the public right-of-way, traffic signals and signs, streetlights.
  • Maintenance of City owned buildings, facilities, and parks.
  • Counter services to facilitate the issuance of encroachment, grading, transportation and other types of permits.
